Center for Security Studies (KEMEA) is a Framework Partner Member of the European Union Agency for Law Enforcement Training (CEPOL).

Since the 1^st of June 2016, Center for Security Studies (KEMEA) is a Framework Partner Member of the European Union Agency for Law Enforcement Training (CEPOL). This partnership aims to the planning, organization and implementation of specific training programmes for Law Enforcement Officials.

The fruitful collaboration between two parties would like to contribute to the creation and further development of learning opportunities for Law Enforcement Authorities at European and international level, for the prevention and the fighting of serious and organised crime, terrorism, public order, the preparedness of Civilian CSDP Missions, as well the preparation of leadership and language development trainings, focusing in the respect and protection of Human rights and fundamental freedoms.

CEPOL fosters European and international law enforcement cooperation through training.

CEPOL’s vision is to act as a world-class hub, and a driver of change in the law enforcement training. It aims to contributeto European and global security issues by bringing the law enforcement communities closer together to share good practices, knowledge and know-how.

CEPOL is dedicated to develop, implement and coordinate the training of Law Enforcement Officials, bringing together training institutes for law enforcement officials in EU Member States, EU bodies, international organisations, and third countries, pursuing to face the serious threats in the Area of Freedom, Security and Justice (AFSJ), collectively.

The object of CEPOL’s trainings turns around the EU priorities in the field of security; from the EU Policy Cycle on serious and organised crime. In this direction CEPOL offers innovative and advanced training activities by integrating relevant developments in knowledge, research and technology.

CEPOL’s training activities encompasses residential activities (i.e. seminars, courses, conferences), online learning (i.e. webinars, online modules, online courses, etc.), exchange programmes, common curricula, research and science projects.

KEMEΑ in collaboration with the European University of Cyprus (EUC) has developed a common framework of actions for the proper promotion of the Security and Citizen Protection in any level. The main objective of this collaboration is to create all the necessary institutions, procedures and structures, which will allow the exchange of know-how, the transfer of experiences, and the orgainaztion of common actions and programmes between KEMEA and the EUC in mutual interest issues.

The object of this collaboration includes the promotion and support of actions relevant to the Security and the Protection of the Citizen in Greece and Cyprus. More specifically, KEMEA and EUC intend to provide educational, supporting and consulting services within the framework of know-how and experience exchange regarding the following:

• Educational activities in undergraduate and graduate level

• Composition and submission of european projects and development programmes tenders

• Implementation and Management of various Projects and Programmes

• Drafting of Security and Protection studies

• Technical Consultant in the Security sector services provided

• Bilateral Working Groups and Work Groups creation

• Strengthening of resources and infrastructures

• Exchange of Scientific Personnel for a predifined period and upon specific projects

More specifically, this collaboration may be related to the following issues:

• Critical Infrastructure Protection and especially, those described in the EC Directive regarding the Critical Infrastructure Protection 114/2008 EC

• Risk Assessement regarding Physical Security Systems

• Natural Disasters Resillience

• Major Events Security Management

• Crisis Management trough the use of advanced technologies and systems

In order for the aim of this collaboration to be realized, the formation of a Scientific Team is currently in developing phase. The scope of this Team will be to define in any case the framework of this collaboration, it will empower the proper communication between the two carriers, it will promote the exchange of information and know-how as well as the co-ordination of any necessary actions in the two parties common fields.

KEMEA Coordinator of EWISA Project.

This project proposal EARLY WARNING FOR INCREASED SITUATIONAL AWARENESS with acronym EWISA is addressing the FP7 Theme for Security Research the work programme topic SEC-2013.3.2-1 Pre-Operational Validation (POV) on land borders, Area 10.3.2 Land borders as is aimed to promote further cooperation between public authorities as the end-users on developing new solutions to improve the quality and efficiency of public services related to security issues on topics of common European interest. The proposal is in the area of Activity 10.3, regarding the Intelligent Surveillance and Border Security with the specific funding scheme Pre-Operational Validation (POV), a Combination of Collaborative Project and Coordination (CP-CSA) and Support Action.

The project implements the actual strategic approach of Frontex, expressed in EuroSur , through which an intelligence picture of possible threats against MS is obtained, picture created outside the MS and Schengen area, through the combination of radar pictures with video pictures and with the intelligence collected from the sensor stations together with the ones from the MS partners, from checked sources. The threats which are subject to analysis in this project are the following:

1. illegal migration
2. smuggling
3. trafficking in drugs and forbidden materials
4. trafficking in weapons

The project will provide not only the assessment of a stand-alone technology, but also assessment of the integration into current surveillance infrastructure of the new capabilities provided by the industry.

Since 2007, KEMEA is collaborating with John Jay College of Criminal Justice of the City University of New York (CUNY).

The collaboration between KEMEA and John Jay College of Criminal Justice includes:

• graduate scholarship programme at John Jay College,
• research programmes and reults publications in common ineterest sectors such as International Crime, International Terrorism, Internal Security, Human Rights relevantly to Law Enforcement, Security New Technologies, New Threats and Contigency Plans,
• co-organization of workshops and simulation exercises,
• academic seminars and conferences at John Jay and at ΚΕΜΕΑ with the participation of high and medium ranked officials within the framework of the "Policing Across Borders: “Strengthening the Role of Law Enforcement in Global Governance” " Programme.

 Up to now the following activities took place:

1) 4 graduate scholarship programmes at John Jay College (accomplished since January 2011 for 2 Hellenic Police Officers and 2 Hellenic Fire Brigade Officers to whom a full scholarship was awarded for the preparation of graduate studies in Masters level) and

2) co-organization of 6 practicing labs with participants of government representatives originating from the following countries: Italy, Albania, Bulgaria, Turkey, having as a topic Terrorism, Human Trafficking, Drugs, and Migration & Security.
Several Law Enforcement Agencies, NGOs, and Academic Institutions representatives, form Greece, Italy, Bulgaria, Albania, Malta, Spain,Bosnia-Herzegovina, and Turkey, participated in the above-mentioned seminars.

The 1st Volume of Conclusions has already been published, titled "Law Enforcement Networks and the Challenges of Crime Control", Policing Across Borders, Springer ed. 2013

Beyond the above-mentioned co-operations KEMEA and JohnJay College of Criminal Justice agreed and further collaborates in:

• The International Conference which will take place in Greece 11-14 June 2014

• The continuation of scholarship granting from KEMEA to Greek Officers of the Law Enforcement Agencies

• The bilateral realization of Graduate Studies Programmes in Greece, in the Security Sector
