Actions within STRATEGY research project

STRATEGY project is funded by the European Commission under Horizon 2020

Within STRATEGY project two tabletop exercises were conducted, as well as an interoperability workshop

 

 

The Center for Security Studies and the Hellenic Police Headquarters participate in the co-financed research project "STRATEGY", in the context of development, research and innovation of the European Union "Horizon 2020". The project, through standardization, aims to improve the interoperability of systems, tools and operational processes used in crisis management and to strengthen resilience against all categories of threats / risks (multi hazard approach).

As part of the program, during the period from 8 to 10 June 2022, two tabletop exercises were held in the premises of the Center for Security Studies. The exercises were on the following thematic streams:

  • Critical infrastructure protection
  • Response planning

with a view to testing and evaluating the following European pre-standardization proposals (CEN Workshop Agreements):

  • Incident reporting form for critical infrastructures
  • Guidelines for evaluation of exercises
  • Response planning for crisis management stakeholders

ΚΕ.ΜΕ.Α. has proposed and is chairing the first two Workshops.

At the same time, an interoperability workshop was implemented, with the aim of interconnecting the eight (8) thematic streams of the project and enhancing interoperability between them.

From the exercises and the laboratory that took place, valuable and important research conclusions were drawn, which will feed the further writing and development of the ongoing standardizations proposals (CWAs).

The project consortium includes standardization bodies, policy makers, technology providers, as well as end users from various European Union countries.

The project focuses on the following eight (8) thematic streams of crisis management:

  • Search and rescue
  • Critical infrastructure protection
  • Response planning
  • Command and control
  • Early warning and Rapid damage assessment
  • Chemical, biological, radiological, nuclear and high-yield explosive (CBRN-E)
  • Training
  • Terminology / Symbology

During the implementation of the project, the development of eleven (11) pre-standards (CWAs) and 2 Technical Specifications (CEN TS) is foreseen, while for the above eight (8) areas, the organization of tabletop exercises as well as a full-scale exercise are foreseen, in order to evaluate the content of the abovementioned pre-standards.
